IABSE New Vice President: Jose C. Matos, Portugal

From November 1, 2019, Jose C. Matos joined the IABSE Executive Committee as a newly elected Vice President. He is an Assistant Professor in the civil engineering department of Minho University, Portugal, and part of the research unit in ISISE (Institute for Sustainability and Innovation in Structural Engineering). His fields of expertise include the management of existing structures—which includes inspection, monitoring, modelling, forecasting, and decision-making, in terms of maintenance and assessment planning. He is also the President of the European Association on Quality Control of Bridges and Structures (EUROSTRUCT), which aims to deal with relevant topics for Europe related to the quality control of the built environment, and also to bridge the gap between academics, designers, contractors and owners.

J. C. Matos’s first contact with IABSE was under the Young Engineers Programme (YEP) several years ago, thereafter, he got involved and contributed to IABSE’s working groups (now Task Groups) related to operations, maintenance and repair of structures. More recently, he accompanied the restructuring of Task Groups and Commissions, and is the Vice-Chair of Commission 5, on Existing Structures, and the Chair of the Task Group 5.2, on Key Performance Indicators, and member of Task Group 1.4 on Probabilistic Non-linear Finite Element Modelling and Safety Formats. In 2019, he also won the IABSE Outstanding Paper Award (Scientific Paper) along with other co-authors for his paper, the “Shear Performance Mechanism Description using Digital Image Correlation” which was published in SEI August, 2018 issue. Matos has also actively participated in IABSE’s Technical and Permanent Committee meetings and contributed in several Scientific Committees of IABSE Sympsoiums, and in 2019 he was the Chair of the Organising Committee for the IABSE Symposium in Guimaraes, Portugal on ‘Towards a Resilient Built Environment – Risk and Asset Management’. This Symposium, which took place from 27 to 29 March, under his chairmanship, marked the beginning of IABSE’s 90th Anniversary celebrations and had 350 participants from 48 different countries, including practioners, researchers and policy makers.
